Mayor-Council-Administrator Form of Government
The City of South Hutchinson operates under a Mayor-Council-Administrator form of government. Council members are elected from the city at-large to four year terms. Each May the Council elects from their members as a Mayor to serve for a one year term. The council appoints a city administrator to handle the daily operations of the city. The administrator serves at the will of the council and is subject to re-appointment on an annual basis.

Administrator Duties
Under the direction of the Mayor and the City Council, the City Administrator acts as the administrative head of the city. In this capacity, the Administrator directs the affairs of the city within the limits established by the City Council and the requirements of state statutes. In addition the Administrator:
  • Attends all meetings of the council unless an absence has been previously discussed or in emergency situations.
  • Prepares meeting agendas in accordance with necessary business and require certain department heads and employees to attend council meetings as needed.
  • Prepares and submit a recommended annual budget to the council.
  • Makes recommendations to the council on all matters concerning the welfare of the city.
  • Has no vote in meetings of the Governing Body.
  • Refrains from attempting to establish policy except to make recommendations to the City Council for adoption
  • Refrains from political activity
  • Conducts himself in accordance with highest standard of ethics of the City Management profession.
  • Generally advises the Mayor and City Council on administrative matters pertaining to the affairs of the city.
